8. Connecticut

In 2015 you could buy a pack of cigarettes in Connecticut for $8.53, which is 13% lower compared to 2016. Around 380,000 people or 13.5% of the state’s adult population smokes cigarettes on a daily basis.

7. Washington

Average Price per Pack: $9.75

Although you could get a pack of cigarettes in Rhode Island for less than $10 in 2015, that isn’t the case anymore. There are 131,000 adult cigarette smokers in the state, which represents more than 15% of the population.
