As we prepare to examine the most open minded countries in the world, an important question is what makes a country more open minded. It is good to note that the overall population may actually be very open minded, however, their government may be the opposite. A good example is Thailand, where transgender people are accepted, but the government doesn’t allow people to change their legal documents to show their chosen gender.
This means you can see a transgender person who is very feminine and even looks like a lady to the society, but is still listed as a male gender on their identity card or driver’s license. This is a discrimination coming from the side of the government, since Thailand people do not really mind seeing or interacting with transgender people.

On the flip side of this example, you can have a government that is very open minded, whereas the general population is not. For instance, the American government is against the ill treatment of people because of religion or region, but minorities are regularly discriminated against. In some places in America, it is common for some people to prejudice or be completely rude against certain religions or race, although it is illegal.
There is also the fact that even in open minded countries like Canada; it is still possible to encounter people making anti-Muslim or racist remarks. Thus, it can be hard to determine the least racist countries in the world. However, generally speaking, America and various other Anglo nations such as New Zealand, Australia, Canada and UK, and Latin nations such as Dominican Republic are usually open minded with regards to sexual orientations and race.
Regardless of which country you are currently in, the big towns are generally open-minded in contrast with the countryside. For instance, the countryside of France vs. Paris or an Oklahoma farming town vs. Boston have different levels of tolerance and open mindedness. Here are the most open minded countries in the world.
