The U.S. government passed the Performance Rating Act in 1950, which suggested a way of identifying the best and weakest employees, and it required all agencies to adopt this appraisal system. This act also established 3 levels of rating: outstanding, satisfactory, and unsatisfactory.
According to LinkedIn Talent Blog, this was a basis for developing the system that reviews employee’s performance such as stack ranking method later and assigning employees as the best, satisfactory, and the worst.
