30 Countries Most Impacted by Terrorism in the World

1. Afghanistan

Two years into Taliban rule, the question of whether Afghanistan would once again become a safe haven for international terrorism remains a live concern. This apprehension was notably confirmed a little over a year ago when the U.S. government located al-Qaeda leader Aimen al-Zawahiri in Kabul, Afghanistan, before eventually eliminating him in a drone strike. The fact that the Taliban facilitated Zawahiri’s presence in Kabul, despite providing repeated assurances to U.S. negotiators, both before and after the Doha agreement, that they had distanced themselves from al-Qaeda, significantly heightened concerns. Terrorist groups in Afghanistan can be categorized into two main groups: those aligned with the Taliban and those in opposition to the Taliban. The Taliban’s allies include al-Qaeda, the Tehreek-e-Taliban Pakistan (TTP), and various Central Asian jihadist factions. In contrast, the primary group of concern opposing the Taliban is the Islamic State Khorasan (ISIS-K).
