Frst of two countries on the list of countries where hijab is mandatory for foreigners is Iran, where headscarf was a common apparel in the country even before the arrival of Islam. This was firmly established back in the 16th century, when most of the women in the country, barring the women in the rural areas, wore headscarves. It is important to note that while Iranian women covered their hair, they rarely covered their face. By the 20th century, headscarves had become so ingrained in their culture that it was considered insulting not to wear one. This wouldn’t last, however; Iranian ruler Reza Shah, who was in favor of the West, made it illegal to wear headscarves. Once a new ruler was appointed, the country slowly went back to its roots and now, the hijab is mandatory by law for Iranian women.
