At number 11, we have Milwaukee, and we experience a huge spike in the percentage of black people living in black neighborhoods here. From 32 % to 36%, which is a significant increase. About a quarter of a million blacks living in Milwaukee live in Milwaukee County in black neighborhoods, where the white population lives in the suburban areas like Waukesha, Ozaukee, and Washington counties.
