Despite the influx of money from the nearby casinos, which mostly manifests itself as free housing, Blackwater, a small Native American community in Arizona, remains one of the poorest neighborhoods in America, measured by the median household income. There simply aren’t enough jobs to go around and those precious few that exist are typically paid much lower compared to national average.
