Central State University, that ranked 4th on the list of cheapest universities in USA for international students, is Ohio’s only publicly funded Historically Black University. Its acceptance rate was only 42% last fall. They have room for 1741 students, and around 40% usually live on campus. It does not state explicitly that you have to be black to enroll.
