Libya is our runner-up among 15 African countries with the lowest English proficiency. Its Cyrenaica region has one of the lowest English proficiencies with an EPI score of 355. Some of its cities have EPI scores of lower than 300. Ajdabiya, for example, has an EPi score of 246. Females have a higher proficiency than males as per the 2023 EPI scores but males had the lead in 2022. People above the age of 41 had the lowest EPI scores in Libya.
