Testing on animals has luckily seized to be trendy among cosmetic companies. The majority of the U.S. companies, and almost all European companies do not test on animals. The European Union has brought up a law in 2013 that bans all cosmetic testing on animals and in makeup production. Still, ongoing large scale animal testing is a common thing in China. Here, testing on animals is also mandatory for all cosmetic products that are imported into the country, as we will see in our list.
As for makeup brands that don’t test on animals, there are plenty of them, and around 4,100 were listed on PETA’s website. Some of the cruelty free makeup brands in 2019 include The Body Shop, e.l.f. (NYSE:ELF), and the list is fortunately growing. So, if you ever wondered, does Dove test on animals, or does Covergirl test on animals, the answer is no. However, today we are looking at the other side of the medal, and companies that still test on animals in 2019.

Animal testing might not be the best indicator of the harmfulness of a certain chemical on humans. Some chemicals can have even the opposite effects, show misleading results, or be difficult to interpret. Now, let’s move on to the point of today’s list. As we will see, even if it is not mandatory, or even necessary, some big names still do animal testing on their products. Whether you would support this kind of cosmetics or not, it is a personal choice, here are those among the biggest makeup companies that still test on animals:
10. Bourjois
This French cosmetic and makeup company is owned by Coy Inc (NYSE:COTY), one of the US’ biggest multinational cosmetic and beauty companies, which owns around 70 brands, some of them cruelty free, some of them not. As one of those still testing on animals, Bourjois performs these tests for products sold in China, as Chinese law requires such procedure.
9. Max Factor
Max Factor is a makeup brand also owned by Coy Inc (NYSE:COTY). As Bourgois, this company also tests their products on animals for the Chinese market.
8. Yves Rocher
If you buy Yves Rocher products in Europe or USA, you shouldn’t worry about ethical problems. However, products exported to China are tested on animals, since Chinese law requires such procedure.
7. Shiseido
Shiseido is one of the oldest and biggest Japanese cosmetic multinational company. The company mainly does not employ testing on animals except for products sold in China. But, it is important to notice that 2 Shiseido’s brands, Buxom and BareMinerals are cruelty-free.
6. Revlon
When the law regulations do not require so, Revlon (NYSE:REV) does not test on animals. However, since they sell their products in China (and some other countries that require so), the company is still on PETA’s list of companies that test on animals.
5. Clinique
Clinique is a subsidiary of The Estee Lauder Companies Inc (NYSE:EL), one of the leading makeup, skincare, hair care and fragrance products, owning around 25 brands. As its parent company, Clinique does test on animals, when such procedure is required by law.
4. Christian Dior
This classy brand, as many others of its kind, still tests on animals. Even though animal testing is not mandatory in the company’s policy, it is done when it is required by law (and it is usually for Chinese market only).
3. Maybelline
Maybelline, a subsidiary of L’Oreal (OTCMKTS:LRLCY), does not, in general, test on animals. However, “an exception could only be made if regulatory authorities demand it for safety or regulatory purposes”.
2. Avon
Avon (NYSE:AVP) is still among the top makeup companies, with revenue of around $5.5 billion in 2018, even though the company’s performance was slightly decreasing in the last period. Avon states that the company does test on animals for the products sold in Europe, Middle East, Africa or Latin America. However, Chinese market requires animal testing due to safety reasons.
1. L’Oreal
With 26.9 billion sales in 2018, L’Oreal (OTCMKTS:LRLCY) is among the biggest cosmetic companies at the moment, hence at the top of the biggest companies that test on animals. Even though the company has minimized testing on animals as much as possible, L’Oreal is still on PETA’s (black) list. That’s because L’Oreal’s products sold in China have to go under animal testing, according to Chinese health authorities, as we have already learned. Apparently, market still wins in the race with ethics.
